Decided to roll the dice and give one of the character design prompts at Crimson Daggers' forums a go. I haven’t designed a character for no real reason in quite a while, so this was fun. The prompt I got was for a wavy blonde-haired fit beardless blue-eyed performance-based psychic villain with a whip. Heart eyes!
